What happens if costs go up by the time you get around to building?

The RiverLink project is to be procured under a Waka Kotahi led Hybrid Alliance (this is where two teams compete against each other to win the tender).  

This procurement approach requires RiverLink project partners to set an affordability threshold (budget/what we can afford) that tendering consortia (contractors that will undertake the physical construction and consultants that will do the technical designs) will deliver/build the project within.

Keeping costs down

To make sure this happens, the Hybrid Alliance approach sets up a design competition between two shortlisted consortia (one of which will win to deliver the project) with incentives to keep within/below the affordability threshold (budget/what we can afford).  This procurement approach, through these incentives, drives cost down through innovation in design and by developing smart construction methodologies, while still delivering the project outcomes.
